Torrington is the largest city in the Litchfield Hills of northwestern Connecticut, with flooding risk from the Naugatuck River and significant winter storm exposure at higher elevation. The Naugatuck River has flooded Torrington multiple times, most severely in 1955 when back-to-back hurricanes caused catastrophic flooding along the river valley. Nor'easters and ice storms are consistent annual hazards in this inland upland location.
