Biloxi sits on a narrow peninsula between Biloxi Bay and the Mississippi Sound making it one of the most geometrically exposed communities on the Gulf Coast. Katrina in 2005 produced catastrophic storm surge that swept the entire Biloxi peninsula destroying historic casinos and waterfront structures. The city is built essentially at sea level with minimal natural elevation protection. Its casino economy creates enormous temporary population emergency management challenges.
