Cyberattack Cripples Patriot Regional Emergency Communications Center, Knocking Out Dispatch Systems Across Five Northern Massachusetts Towns

Early on the morning of April 1, 2026, officials in Pepperell, Massachusetts detected a cyberattack that compromised town and public safety computer systems and propagated through the Patriot Regional Emergency Communications Center (PRECC) — a shared regional hub that provides 911 dispatch and emergency coordination for five northern Massachusetts communities: Pepperell, Ashby, Dunstable, Groton, and Townsend. The attack knocked out non-emergency and business phone lines across all affected police, fire, and emergency medical services departments while 911 emergency call handling remained operational throughout the incident.

Town Administrator Andrew MacLean confirmed that Pepperell immediately engaged its insurance provider, external cybersecurity specialists, and state and federal law enforcement upon discovery. PRECC coordinated with neighboring jurisdictions via mutual aid channels to maintain emergency dispatch continuity during the recovery period. Investigators were tasked with determining both the method of initial compromise and whether any municipal records or dispatch data were accessed or exfiltrated. As of initial reporting, no evidence of personal data compromise had been identified.

The incident represents the latest in a pattern of cyberattacks targeting regional emergency communications infrastructure across Massachusetts. In August 2025, the South Shore Regional Emergency Communications Center was disrupted by apparent Russian-linked hackers. In November 2023, Littleton, Massachusetts — also located within Middlesex County and a documented Volt Typhoon victim — was notified by the FBI of a foreign nation-state intrusion into its municipal computer network. The proximity of Pepperell to prior Massachusetts municipal compromises raises investigative interest in whether the PRECC attack is attributable to a persistent threat actor familiar with the region's government IT architecture.

The Boston Globe noted that investigators had not yet determined whether PRECC was deliberately targeted or whether it was collateral damage from a broader campaign. Federal law enforcement has been notified and the investigation remains active.
