Deer Park Texas sits at the heart of the Houston Ship Channel petrochemical complex — one of the largest concentrations of petrochemical manufacturing in the world. The city hosts Shell Chemical, Dow Chemical, Valero, LyondellBasell, and dozens of other chemical and refinery operations. In March 2019, the Intercontinental Terminals Company facility fire burned for days, releasing benzene and other toxic chemicals across the Houston metro area. Harris County's flooding history during Hurricane Harvey (2017) demonstrated how chemical facilities can be overwhelmed and release contaminants during flood events.
